API Rate Limits Correction

The Booking Engine API rate limits were incorrectly advertised as being:
- 15 per second
- 500 per minute
- 10,000 per hour
This has been corrected, and our document now states the correct figures:
- 5 per second
- 275 per minute
- 16,500 per hour
